State 1 and 2 means 0 and 1 on a memory tape. A memory tape is like:

State 3 will give the command signal to the binary number. It should on the right side of the memory tape.
State 4 will give the output signal, it should on the left side of the memory tape.
State 5 means ACTIVATED command "+", which means add 1 to the number when it is connected to a State 3 cell.
