Not that I really know what I'm talking about, but that does look kind of promising. It's basically a dock (four gliders? Too bad it's not a pi...) plus three small active objects which I'd expect to take three or four gliders each. Up to five gliders each would still beat the current 22-glider cost.
It's too bad that block can't be replaced by a single glider. But at least there's a lot of flexibility in the time that the block is created, so it won't be in the way until it's needed:

When attempting a synthesis by combining several separate components, it is usually a good idea to try to understand how the components will come together. Components can be adjacent only if they could be created adjacent to one another, and this usually requires either both components to be created from the same initial pattern (e.g. often happens in soups), or if two patterns both edge-shoot the components. In this case, almost all of the syntheses of "pre-block plus domino" create it via "pre-pre-block plus domino", with the domino receding inward. Even if such a component could be created on an edge, the dock would have to advance at c into the receding domino, meaning that typical dock predecessors could not work - you would need one that relies on the domino being there. A similar problem exists with the top and bottom junk - they recede just before forming the junk.

I thought this P4 oscillator had been synthesized before, but I can't find any record of it. It seems to come up in many soups. It came up again today with long boat stabilizers:
http://catagolue.appspot.com/object/xp4 ... 1252/b3s23, which leads to a 34-glider synthesis with long boats, or 38 gliders with blocks. There are several ways to do the cleanup with 3 gliders per quadrant, but it's likely it can be done with 2 (or possibly even 1).
