I think Michael Simkin discussed a two-switch engine puffer that left just one row of blocks in the sawtooth thread, but I don't think there's been a comprehensive enumeration of all the different SE orbits that would confirm that this is definitely new. And I guess, it is also the minimal stabilization.

Stabilizing one segment would be probably a challenging task.
