This describes the multi-state rule format syntax, but not the semantics for different rules, e.g. is there a handy link to what the different states in LifeHistory mean?

There's the LifeHistory page in the Rule Table Repository. Usually if the rule creator has done a good job, there will be decent descriptive comments in the header of the actual rule table file, in the Rules folder for any rule installed with Golly.

In addition to the resources that Dave points out, there's also a description on the wiki now. (Largely based, of course, on precisely those resources.)
