Currently wxfile.cpp#RuleCanBeFound just shows a Warning that says the user needs to put the .rule file into their local rules folder. I suggest to replace the modal Warning dialog with a modal Confirmation dialog. Show a modified message to the user, and let them decide what they want to do. I see ...

Sometimes it's the other way round. Try apgsearching b36ns237c in the C1 census. I would be surprised if you manage to submit more than two or three C1 hauls using unmodified official apgsearch.
