I haven't seen anyone else asking a question like this, so there doesn't seem to be much call for such a program or script. If this is an one-off then it would be easier to produce the pattern by hand. I have constructed such a puffer and include it in a reply to the original request in the patterns...

I don't know whether this is the cheapest or most compact solution, but it works. An interesting challenge! Here's a simulation of Mazoyer's 6-state solution. The .zip file contains a width 243 starting pattern and the .table and colors file. Nice one! Thanks also to Sokwe for the rake. Throwing rubbish into the puffer exhaust can create a p18 spaceship or p72 puffer.
