EDIT: On reflection, this is the third oscillator in o0005-spark.lif of jslife. Apparently it was found by Noam Elkies on 16th June 1997, and the following excerpt confirms this:

Playing around some more with Dean's version of lifesrc I stumbled
on the following object:

I figured it must have been known already but I cannot find it
in my Life files. The leftmost cell can be used as the helper
spark in the various traffic jams of period 5n instead of the
octagon-II, as in the following version of the basic p50 jam:

As far as I know the octagon-stabilized p50 jam and p100
traffic circle have not yet been constructed with gliders
because it is hard to fit the syntheses of the fumarole
(or mold for p100) and octagon-II into such close quarters.
The new(?) p5 should make the synthesis more convenient
because its rotor is smaller, and on the side opposite to
the fumarole; for instance one can get it from an 18-cell
still-life with two simulatneous small sparks:
