It seems like every cellstate is used somewhere in the pattern. I can see a number of periodic components. The least common multiple of periods I found so far is 19668933364080 [update 1: 25785971640308880], so the overall period (if it's an oscillator) must be a multiple of that.

    • Branch point: RT14 LWSS heisenburp, P8 filter for 3/4 gliders, 2-cell glider reflector (P2), hotcrystal0 syringe (incl. a common BF20H), Fx77 (incl. the standard FNG eater; also releases an extra glider), L112 (incl. RT56 BFx59H, releasing two extra gliders), H-to-MWSS, 68P16 monomer acting as a filter, lightspeed diagonal signal, 9-cell spark-to-glider, P1 bumper, glider to c/7 wire, c/7 wire to glider
  • From top right: P34 gun, Fx95 (incl. RT34 FNG eater), Fx59, Fx43, H-to-G, semi-V (period multiplier), G-to-LWSS, LWSS-to-G, three 2-cell reflectors, double-boat-bit
  • The remaining spaces are filled with oscillators, including:
    • P3-7 LW, MW, and HW sparkers

The phrase 'to convert a glider into a signal' is a misnomer. (If there is some signal of interest that appears in the wire when the shown reaction completes, then the same signal existed earlier, only carried by the glider.)

In the posted reaction, a glider gets converted into a reaction that travels along a wire.
As a possible application, that reaction can be used to inject signals into the wire. A signal carried by a glider can be injected into the wire, and after that it is carried by the travelling reaction.
Alternatively, the same reaction can be used in a simple "physical" construction, without getting the concept of signals involved at all in the picture.
