P. S. Even without those minor flaws, your rule have a couple of major flaws, it's unclear what you're trying to do. For example, using the variable "a" that many times in a row? State number out of bound?

The "major flaw" is that the ruletable format isn't the best in the world. Those a's in each line mean that each of them stands for the same state, so the first transition is "b2n, but only if no other-colour cells are present", unlike Nutshell and its rueltabel format.

it's "Given any Symbiosis pattern where one color is stationary". It does not include patterns when both colors are active.

I think it's true. I'll just go through and attempt to check what can be described in both symbiosis and a simplified version of stateinvestigator that only has off, on, the eternally-on-white-cells and the eternally-off-dark-grey-cells. I'm not a fan of writing long-winded, detailed explanations in casual settings, so expect a lot of Ctrl+C/Ctrl+V.

For both rules, here's a list of re-named cell states that can be used to describe the rules, so I can type fewer words:
"NOF" = off under normal B3/S23 rules (yellow/red/green color doesn't matter)
"NON" = on under normal B3/S23 rules (yellow/red/green color doesn't matter)
"SOF" = off in symbiosis having both red and yellow cells adjacent to it
"SON" = on in symbiosis having an adjacent red cell if yellow, or an adjacent yellow cell if red
"IOF" = off being an eternal off cell from stateInvestigator
"ION" = on being an eternal on cell from stateInvestigator

**Note, there is overlap where a cell can be both NOF & SOF in symbiosis, or both NON and SON. So under some circumstances, they are interchangeable.

Unless I missed some, here are all the possible changes(or lack there of) in a cell's state through time, in any symbiosis pattern: (any listed in the left side can become any listed on the right)
NOF -> (NOF,NON,SOF,SON)
NON -> (NOF,NON) - Before anyone asks; "NON->(SOF,SON)" is impossible. A cell of the other color cannot be turned on, adjacent to it
SOF -> (NOF,SOF)
SON -> (SON)

Here's the same for stateInvestigator: "
NOF -> (NOF,NON)
NON -> (NOF,NON)
IOF -> (IOF)
ION -> (ION)

So, under what circumstances can I map cell changes(or lack there of) from symbiosis to stateInvestigator?
NOF -> (NOF,NON) - Obviously they both can describe B3/S23
NON -> (NOF,NON) - Obviously they both can describe B3/S23
SON -> (SON) - this is effectively the same as ION -> (ION)
NOF -> (SON) - Only if the SON, at all generations, can be described as a NON as well, for there is no way to go from NOF to ION in stateInvestigator
(SOF,NOF) -> (NOF,SOF) - Under two circum stances these can happen. If the SOF can be described as a NOF as well, its fine, otherwise, it would become NON under B3/S23 rules in stateInvestigator. Alternatively, if this cell is never on at any time, it is the same as an IOF in stateInvestigator.

Anyway, that should cover all possible patterns in symbiosis that are the same in a simplified stateInvestigator, in that, all on/off cells in one rule are on/off respectively, in both rules for every generation.
