Since a red cell surrounded by 3 blue cells produces a blue cell instead of a green cell (this is why red gliders usually don't become high-period and sparky like the green ones), it's possible for the blue layer to affect the green layer. However, I am having trouble finding a way to make this into a periodic blue glider-green glider converter:
