For StateInvestigator, I'd recommend reducing with these transformations for oscillators and conduits:
1. Replace stationary state 1 cells with state 4 cells
2. Remove unreacted cells, and stabilize extra births with state 5 (even if this means more cells)
3. Replace life catalysts with smaller SI catalysts if possible (e.g. eater 1 becomes two state 4 cells and one/two state 5 cell if possible)
