Thanks for finding this. While working for a fix, I found this simpler converter that reduces the cost from 9 to 6 gliders:

Very nice stuff, all of it improving the state of the art! (BTW, the Catagolue links are invalid; they default to rule b3s23 rather than b2n3S23-q)

A list is being made on the wiki here. Up to 10 bits we're missing long snake and broken snake (as well as a few with long snake as an intermediate step), I haven't yet gone through the 11s because some of them require those missing ones. I'm guessing Niemiec has these?

I think it's not yet public; I personally got it from an email. Probably partly because I'm the only person who may be interested in this.
