It is a QR code (2D barcode) which encodes a URL to a chinese URL shortening service  http://qr01.cn/B9Ilrx  which then redirects to your github page for your simulator  https://git123hub.github.io/repo1/lifesimulator.html
A QR code is machine readable format generally used to make it easy for users on mobile devices to capture data (in this case a URL) using the camera rather than typing it in manually.

Or to give many more infinite series of options to test, encode a single ON cell, a domino or duoplet, a blinker, a block, etc., etc., with empty cells around it in various configurations. Many orders of magnitude more difficult would be if the QR code has to specify canonical RLE (with or without the header), or a canonical block of ASCIIencoded pattern. There's no shortage of vaguely possible options to test, but the odds that any particular one of them would match is so horribly small that probably only a Catagoluesized project would even have a chance of success.

Unsurprisingly, the example you gave doesn't actually seem to encode anything. I wonder what the odds are that a randomlygenerated set of pixels would encode to something valid (even if it's gibberish) in the QR format, given that the other necessary parts are there.
