Given a random fill, stabilize it (i.e. into a xq, xp, or xs.)

Rules:
- Removing a cell will be penalized 32 points.
- Adding a cell will be penalized 1 point.
- Minimum points wins.
- Please don't use LLS/WLS/JLS/etc, let's practice by hand ;]

The penalty for taking away cells is way too large. I would suggest 8 instead of 32, which discourages go-for-the-stabilization-no-matter-how-ugly-it-is situations.
