I don't know how to open rle files with notepad.
Here's 2 ways:

1. Create a shortcut to Notepad.exe on your desktop so you can drag .rle files onto the shortcut icon.

2. Right-click on a .rle file and you should get a menu that lets you "Open With" a program of your choice. My menu (on XP) has another item saying "Edit with Notepad++" so you might also see that.

Also, in golly, if you copy a pattern, you can just paste it into notepad and it will automatically be converted into rle.

b stands for a blank cell
o stands for a live cell
#b stands for # of blank cell
#o same as above, but for a live cell
$ stands for the end of a line
! stands for the end of a pattern
SO, 3o! stands for
000
111
000
o$o$o! stands for
010
010
010
got it?
