Ultimately, though, an unfortunate truth about catalysis is that we don't have the technology to design bespoke ones--and I'm skeptical that they can easily exist within the confines of a this chaotic cellular automaton. I've stated a criterion for bait restoration before, and I stand by it: bait that is consumed slightly messily in the form of a small area of activity around it, with plenty of space outside of the other parts of the reaction envelope. Then you can try to finesse it a bit, but only a bit.
The best partials don't result in a specific output at all, but instead apply an unusual arrangement of catalysts to move the reaction somewhere well-separated from them. Then you apply even more catalysts. You could consider starting from an intermediate of, for example, HRx334R:

The block does have those properties you describe. As for active regions to search catalysts for, perhaps one half of a LoM explosion. It tends to split apart around generation 20.
