Unfortunately, the only reason this oscillator was found at all (and a subsequent synthesis was able to be developed) was because it happened to pop out of a soup. I just checked Catagolue, and none of the other stator variants have done so (yet).

It's true that if a way could be found to add the rotor to an existing still-life, this would provide syntheses for the other stator variants, and many other larger ones as well.

Unfortunately, that synthesis doesn't work for the conduit, as the eater is too close.
Is there some synthesis for figure 8 that would work here and be not much costlier in terms of slow salvo synthesis?
If there isn't it's not a big problem, I think I have ways to deal with it.

I don't know of any figure-eight seeds with better clearance than that.

It seems like a lot of natural figure eights show up due to this particular collision between a pi and a LOM --

The new synthesis requires many incoming gliders arriving from the spark side (e.g. if the spark faces north, many gliders must come in from NE and SE). I don't think we're going to see this one synthesized any time soon (although seeing some of the engineering marvels that various people have come up with in the past couple of decades, I'm not saying it can't happen.)
