Probably another Japanese substitution cipher. ⸚ is hyphen with diaeresis, so hyphen is a letter. I'm guessing that 9 is the final nasal.

The little 9 is probably ョ (little yo), which turns the previous syllable to cho/sho. The little z should probably be ッ (which doubles the consonant after it), except that it only appears before "yo" characters, which makes no sense. It's possible these may be typos and should be replaced with normal characters. Now, we run into an additional problem, which is that translation of katakana without spaces is hard.
