Basically, I tried to apgsearch a rule called AquaLife where dead cells become State 2 permanently if they have 8 live neighbors. That way, any oscillators or guns that work in AquaLife also work in StateInvestigator.

Yes, but if certain types of cells are chosen, such as State 4 (neutronium), the rule could become explosive, which makes apgsearching impractical.

Maybe we could work with a rule where state 1, depending on the conditions will become one of several other states (including one that follows CGoL), and state 1 cannot survive; only become another state.

Also, at generation 5615, a long canoe almost forms.
