Site was down?

The site experienced some sort of SQL error. It said something like
"mySQL error: user nJohns exceeded user limit [1203]" with other stuff.
Why did this happen?

Happened again, though reloading page made it work.

Happened again a few hours ago, refreshing did not work. Wiki was down as well, but the homepage wasn't.
