Try a 20% density random soup in B2ik3a5678/S012345678. I don't think it adds much.
But it's the Replicator CA inside. The births I'm talking about are births on the outside. There are two types of territory cell, alive and dead. There are two types of territory cells, full and empty. That just means that they are alive or dead for the Replicator CA running inside, nothing else. If there are full cells that are in the orientations of 2a, 2k, or 3a all bordering the vacuum, they give birth to empty territory cells. Also, a majority of territory cells around a cell, alive or dead, will make an empty territory cell. It should be pretty easy to make a rule table for a single-country version of this CA with these rules. If the territory expands strangely, we can change it. We could ask on the rule request thread to make the rule described above.
This doesn't implement the exact CA described, but I think it simulates most of the behaviours described in OP.

I used Emoji Simulator only because I don't have access to Golly, and it is easier to adjust soup density. It should be trivial to convert the rules to Golly. To run, one should wait for the soup settle down and then randomly add armies to the territory.
I used a very poor map generator.
