Does this p24 qualify?

I found this p24 yesterday that qualifies under the current definition. However, it has mediocre clearance, and in some cases it doesn't act the way a pipsquirter is expected to because it only recedes one cell instead of two.

Left: The p24 in question. Right: A p6 pipsquirter. Both are modifying a traffic light, but notice that the p24 doesn't act the way it should. Moving the traffic light up or down one cell makes it work normally, so this difference only sometimes happens.
