I think you could use it to write something about yourself (for example mention your discoveries), if you would like to. That's optional. Some editors do that. Some editors leave the page empty.
I think it is not limited to threads dedicated to rules. I agree. Additionally, it seems like this policy would be more aligned with the current "cultural norms" of these forums.
