No, here's the real description of Floor 18:

It's a featureless room with text on the wall on the other side of the elevator saying "This floor is a stub. Please help the skyscraper by expanding it!". This has a memetic effect compelling anyone who sees the text to "expand" the floor by adding objects into it. Of note is that all objects in the room that is not on a person will disappear upon not being directly observed. Camera footage shows that this process is instantaneous. The floor can also be accessed digitally by the command STUB on floor 10¹⁰⁰+1.
