Would the "interestingness" be in that there is a tub interacting with a pair of p73 engines? Remains to be clarified - does that observation put this oscillator in some known family? What are other known ways to do whatever is considered "interesting" in this case?

Note that your second pattern (the larger one) is a bit broken, in that the delays between consecutive gliders are different.

Here is a fixed version, in this case the target constellation (block and blinker) is moved by (9,1) every 105 ticks:

It doesn't really look like "a partial of a spaceship". It looks more like a potential attachment for an already-known spaceship. In other words, it is unlikely that the reaction would be a "core part" of a spaceship that would somehow make the spaceship unique.

At best, that reaction could be a component (one of multiple components) if you needed that glider stream and if you already had those two glider streams.

Consider the functionality (ignoring the specific mechanism). There is some stationary constellation. The constellation can be displaced by (9,1). It takes two gliders, and it produces one glider.
What distinguishes it from the block pull (displacement (2,1), consumes 1 glider, produces 0 gliders, an additional glider can simply pass unaffected to make it "2G-to-1G")? What distinguishes it from the following reaction (displacement (21,8), consumes 2 gliders, produces 1 glider)?

Neither of these reactions would make "core part" of a spaceship, neither of them really counts as a partial for a spaceship, even though it would be possible to make them into "attachments" (for example you could make a knightship pulling a block if you already had a glider rake moving knightwise and shooting gliders in the correct direction).

However, the repeat time is 56 ticks, which means it cannot be used to reflect arbitrary p14-aligned glider streams.

Some other propertes that are missing from the posted description are that this periodic glider reflector is colour-changing, and it can separate close parallel glider streams which cannot be separated by the (stable, colour-preserving) Snark64:

That's a Silver reflector -- not exactly an accidental discovery, or at least not a discovery from this millennium! Not sure what you mean by "plus a channel".
