As for the rule itself, any line of cells on the edge will produce a spaceship or puffer due to the B2a3i conditions, and the S12 conditions lead to plenty of ash. Almost any pattern becomes a puffer, and the puffers become chaotic explosions. Preventing puffer formation is a good first step when taming such a rule.

Is there a way to transform the herschel in this rule into a high-period oscillator which actually works. All the stable patterns there also work in CGOL. Do you need the glider collision to follow the same sequence, or just to produce the same blinker?
