Well, what kind of technology do you wish to retain? Without knowing that, nobody can say what should be done.

As for the rule itself, any line of cells on the edge will produce a spaceship or puffer due to the B2a3i conditions, and the S12 conditions lead to plenty of ash. Almost any pattern becomes a puffer, and the puffers become chaotic explosions. Preventing puffer formation is a good first step when taming such a rule.

According to the wiki, its minimum rule is B3-y/S23-einy and its maximum rule is B2i34kqt5acekn6-k7/S234cekrtwy5-ijnq6eik7c8. That means that the optional transitions are all in the rulestring B2i3y4kqt5acekn6-k7/S23einy4cekrtwy5-ijnw6eik7c8, and the forbidden transitions are all in the (unreduced) rulestring B2cekan4ceainyjrwz5iyqjr6k8/S4ainqjz5ijnq6can7e.

EDIT: That's for retaining the exact same evolutionary sequence as seen in Life. However, some of those conditions won't break the oscillator altogether if violated, like B8 or B4e:

This rule has a slightly different p44, is still somewhat explosive, but tends to stabilize eventually from large soups.

This rule feels like it could have a whole lot of insanely high-period oscillators and stuff
Is there a way to transform the herschel in this rule into a high-period oscillator which actually works. While this rule is not technically explosive, B-heptomino/Herschels are the usual source of near-explosiveness in this rule, and it would be nice to have some high-period oscillators in this rule.
Currently working to improve Life's guns and work on updating SKOPs and Isotropic rules most similar to B3/S23 to Life standards. Will get software to begin searches eventually.

I don't think this is possible. The rule with the least transitions that supports both the glider and the p15 is B2ikn3aceijnr4c5y/S23aijnqr, which is explosive.
