I'm going to call the rule B3-cek7/S23-ain4-z6 Stickstretchers. Here's my findings.
In large soups, c/2 wickstretchers are fired off from a 'breeding ground' that slowly dies down. Rarely, another smaller breeding ground can be created by interacting wickstretchers. Wickstrtchers get activated by wicks, spaceships or other wickstretchers, and then create chaos, or stability, behind them.

These wickstretchers can have many wicks, but the most common stable repeating one seems to be this 3c/5 puffwick on a c/2 wickstretcher.

I don’t think anyone has seriously explored B2a rules. I’ll change that. B2-ek578/S03e458, while full of puffers, has interesting dynamics that might make sparky oscillators possible. There’s also this small c/7:

B3-e5r/S23-y is a very stable rule that has some (9, 2)c/65 patterns based on the R-pentomino. The R by itself is unstable and dies out but can be supported in a few ways.

And here is a p47 pulse loop oscillator (6 circulating pulses; track length = 282 ticks = (47 ticks) * 6), featuring a conversion from downward domino to glider, a 90-degree glider reflection (the Snark works in this orientation), and a conversion from glider to downward domino (eater 3). With this geometry ("triangle"), the track length is adjustable by multiples of 10 ticks, and hence the track length is never divisible by 5; probably this can be worked around by changing geometry of the track.

For such kinds of questions, you can expect a counter question: what it is? Where or how you obtained that ruletable?

The forum rule 5b: "Readers of your post should have a rough idea of what to expect when they open your RLE in LifeViewer or copy it into another program. Outside of the Sandbox forum, at least briefly describe (or quote another post that describes) what pattern(s) you're posting. Descriptions also make it much easier to find patterns by searching the forums."

That said, judging by the number of cellstates (3), the "symmetries:permute" specification (which means these rules are outer-totalistic), and the actual ruleset apparently interpretable as "signed CGoL where the two nonzero cellstates cancel each other", the idea is fairly old, see for example the linked forum thread -
viewtopic.php?f=11&t=4965 "NegativeLife"
- which also contains links to other threads.

Not that "being an old idea" implies "being a well-explored / well-understood idea"; just not new.
